I'll go first.
1. Applicant who lived locally applied for an open position and at that time, worked in a city 20 miles away. This individual also did intern work with the city prior. Well, this individual also suffered a TBI as some point and was in a wheelchair. The CM came to me and said "do not hire because I don't want to make accommodations."
2. Same CM told me not to assign a project to a particular planner that involved the dominant religion because this planner had left said religion.

I've got nothing that bad. Just the usual council appointing a planning commissioner that only wanted to be on the board because his wife's boss was working on a development.
I've got the council member who used to pour water in the CMs chair before meetings because he thought it was funny.
The council member who met with people to plan how they could sabotage public projects.

You know, the usual.

For your number 2, I had a situation were a planner would not take a case because of their religious beliefs. I gave it to someone else and all was well.

With one exception, I have been lucky when it comes to management and worked for some really awesome CMs. ONE exception was my first job. But the whole institution was corrupt. My director was able to get a waiver from the residency requirements to live an hour away in a different county, and was given a city vehicle to commute with. That was the least shady thing that happened.
