They are done at the County level and my county already has one.

And....I work for a strong mayor system. So no professional CM for me. ;)

First job...not my direct super but my super's super. Working on the fourth floor of an old warehouse building and he would shut his door, open the window, and smoke a cigarette or two. Had a hole in the screen to displace the ashes. This was long after smoking inside buildings was banned.
