What is the general limitation of Subdivision Entrance Signage Monuments?

We are planning on replacement of our Subdivision Entrance Signage Monument and do not find any criteria for size, setback, height, material, etc. Our existing sign is not located on a subdivision lot and we can find no guidelines in the Subdivision Ordinance. Our sign would be in the "neutral ground" or median at the entrance to the subdivision and would not be in the right-of-way of the Collector Street that passes by our subdivision.

Is there a consensus of guidelines that we could use and pose as reasonable criteria to our small city?
 
Well, for one thing if the sign is going to be located in the public right-of-way, you'd do well to consider requiring the entity (HOA? Developer?) requesting permission to erect the sign on city property to sign an indemnification agreement absolving the city of liability when some driver plows into it. Speaking of plowing into the sign, you're also going to want to clearly spell out ahead of time who will be responsible for the costs of maintaining the sign.
 
Please think through the design choices you have. Don't be like my condo development.
Both of the brick entrance signs were damaged last year (car, tree?) and they've now been replaced with wooden signs. The wooden signs are quite lacking compared to what was there before. FWIW, I used to think they were on our land, but now am confused by the 'Welcome to [village name' sign that exists on the median between the entrance and exit lanes.

Yes, of course we would need to get a city permit since we are within the city. There is already a sign there. We are looking toward the inevitable need for replacement.

We would have had certain requirements for a subdivision identification sign detailed in the subdivision approval process - liability, maintenance, encroachment, size, materials, et cetera. Might want to check the plat approval...

Thanks. Yes, we agree. Our covenants do not have mandatory membership, do not have mandatory dues, do not specify a dues amount, and do not provide for HOA ownership or management oversight of any land. Our entrance sign is in a divided island in the ROW, and the city has sign approval rights. Ownership of the land in the ROW is not specified. The HOA is using it, but not claiming ownership, for liability reasons.
