Funny story my wife and son were visiting my SIL and her family down in Raleigh and they went to Howling Cow. It was about 15 minutes before closing time and they were turned around by a police officer who stated, emphatically, that they were closed/closing, despite the time. My BIL, the native NCer and good ol' boy, tried to sweet talk him but Ice Cream Cop was having none of it. A bizarre experience.
