Front yard fence height

Current code is four feet and I am proposing three feet. I don't believe any municipality I worked with in the past was anything but three feet. What is your standard?
 
Three feet in all required front yards on corner lots, and four feet in all other required front yards;
 
We are at four feet in all front yards.

We have a problem when the lot is raised above the sidewalk grade. Trying to fix that in a revamped zoning code before I retire.
 
Four feet here. Used to be 42" and it was dumb making everybody either go for three feet or custom cut 6" of the four-foot premade fence sections they could get. Even in our historic village center four feet looks Ok.
 
4 feet tall but needs to be "decorative" in nature maintaining less than 50% opacity. Think metal ornamental fencing or split-rail fencing instead of privacy fences. Also needs to be out of sight vision corners. Different standards for street side-yads.

Side note: I absolutely hate dealing with fences.
