Corner lot: which is the front?

The front yard is along both street right of ways in the ordinance I work with. Although the side without the primary entrance is allowed to be reduced by half. Additionally we will allow side yard setbacks for the two remaining property lines. The same goes for double frontage lots, two front yard setbacks. I hope to see an alley setback in the ordinance as currently the road front setback language of the ordinance is from any public right of way. Our ordinance also allows for the average yard front setback for all structures on the block in many neighborhoods.
