I understand the special use but they did not say it was a condition.

BRIARCLIFF MANOR, N.Y. -- Officials in this Westchester County village are "teed off" over changes being made at Donald Trump's golf course.
The village issued a stop-work order on revisions to the 12th hole at Trump National in April, and followed up this month with a notice of violation.
Village Manager Michael Blau told the Journal News that construction of a new tee box to lengthen the distance of the 12th hole was never approved by the village planning board.
Trump and Carolyn Kepcher, chief operating officer for Trump National who appears with her boss on "The Apprentice," attended a recent planning board meeting to work out a solution. The case is pending in village court.
"There could be fines," Blau said. "Right now, it's in the hands of the judge."
Village officials also are not pleased that Trump has been floating the idea of using the course for professional golf events. When the village granted a special-use permit allowing the course to open in 2002, they say he agreed not to host any large-scale tournaments there.
