"Land Planner" - what is it?

This is a job title that I sometimes see at AEC firms, including dark side private sector planning firms. What's the idea behind using this term vs land use planner? My sense is that these roles are filled by PE or LArch types with design and applicant representation responsibilities and not folks with the educational background and mindset of planners as we think of them. Like, when I see this title, I conjure a mental image of a civil making cuts and fills in AutoCAD before plugging a WB-67 into AutoTurn - I don't visualize one of us, in other words. What do folks think?

Yep. I'm pretty sure is a non-PE person that has skills halfway between LA and Civil Engineering.

Kind of like the people get a Masters of Urban Design (MUD.... ;) ) They are not licensed Architects or PEs.
